Conference on Aerial Phenomena

In late 1948, something began appearing in the night skies over New Mexico.
Witnesses described brilliant green fireballs moving across the region around Los Alamos, Albuquerque, Kirtland and other parts of the atomic Southwest.
At first glance, “fireball” sounds like the explanation as well as the description. Meteors can be bright. Meteors can be green. The sky produces spectacular natural events without needing anything exotic.
But some of the people watching these objects were exactly the people expected to know that.
Military and civilian aircrews reported them. Los Alamos personnel saw them. And Lincoln LaPaz — one of the country's leading meteor specialists — became deeply involved in trying to understand what witnesses were describing.
The phenomenon became serious enough to move from pilot reports to classified scientific discussion.

Lincoln LaPaz was not simply a UFO enthusiast who happened to prefer an unusual explanation.
He was a University of New Mexico mathematician and meteoriticist, later director of the Institute of Meteoritics, with professional expertise in meteor trajectories and recovery.
That is why his concern carried weight.
LaPaz did not argue that every light in the New Mexico sky was extraordinary. He worked to separate ordinary meteors from events he considered atypical. Among the features that troubled him were reported trajectories, apparent behaviour and the sudden concentration of unusual green-fireball reports over the region.
His expertise does not make his interpretation automatically correct. It makes the disagreement scientifically interesting.
His professional role was to investigate meteors and meteorites. That makes his concern evidence worth weighing carefully—not a verdict. The Green Fireballs become more interesting precisely because an expert in the conventional explanation thought at least some events merited further study.
On 16 February 1949, representatives from the military, the Atomic Energy Commission, the FBI, the University of New Mexico and Los Alamos Scientific Laboratory met at Los Alamos to discuss the aerial phenomena.
The newly released conference transcript makes the seriousness of the meeting difficult to miss.
The attendees included LaPaz as well as prominent Los Alamos scientists. Edward Teller, Norris Bradbury, Frederick Reines and others were among the scientific personnel associated with the discussion.
The significance is not that all of them endorsed an exotic explanation. They did not.
The significance is that unexplained aerial events over one of the most sensitive scientific and atomic regions in the world had become important enough to justify a classified conference involving scientists, security officials and military personnel.

The logic was simple: eyewitness descriptions were not enough. If the green fireballs were real and recurring, the Air Force needed photographs, triangulation and instrumental measurements.
The plan called for cinetheodolite cameras and an observation network capable of measuring altitude, speed and trajectory.
That is where the story becomes frustrating.
The Project Twinkle final report, dated 27 November 1951, reached a broadly natural conclusion. It said many observations could be attributed to aircraft, balloons, rockets, birds, clouds and meteorites, and found no indication that the green fireballs were anything other than natural phenomena.
But the observing programme itself was thin.
Edward Ruppelt, who later ran Project Blue Book, wrote that three cameras had been planned but only one became available, and that the single camera was repeatedly moved in response to reports rather than maintaining a stable network.
In other words, the programme intended to turn the mystery into a measurement problem — but never became the experiment its designers originally imagined.
The surviving report concludes that the observations gave no indication the green fireballs were anything other than natural phenomena.

READ RUPPELT'S ACCOUNT →The programme was supposed to obtain the quantitative observations missing from the original reports. Its own final judgement favoured natural causes, but the observing network never matured into the dense, stable instrument system originally envisaged.
That distinction matters: a likely-natural conclusion can be reasonable while the historical investigation remains incomplete.
The natural explanation deserves to be taken seriously.
Green meteors are not inherently mysterious. Atmospheric chemistry, velocity, composition and human colour perception can all make meteors appear green. Bolides can be startlingly bright, silent at the moment of visual observation and visible across large regions.
Project Twinkle ultimately leaned toward that class of explanation.
The harder historical question is narrower: does that general explanation allow every strong early report to be closed individually?
The available programme did not produce the sort of complete photographic and triangulation dataset that would let us reconstruct each major 1948–49 event with confidence.
That means the correct conclusion is not “the Air Force proved the fireballs were exotic.” It did not.
Nor is it “the Air Force conclusively identified every important report.” It did not do that either.
Green meteors and bolides are real. The region's reports included phenomena that could plausibly arise from meteors, balloons, aircraft and other ordinary causes. Twinkle's final report explicitly favoured natural/man-made categories.
The strongest early events were not captured by a complete triangulation/spectroscopy network, leaving event-by-event reconciliation weaker than the broad natural conclusion.
This case can improve through better archival work just as much as through new interpretation.
We want original Twinkle records, period scientific correspondence, meteor reconstructions for key dates, authenticated LaPaz material and provenance for the spectral or velocity claims repeated in later literature.
The Green Fireballs are important because they reveal something larger than a strange colour in the night sky.
Qualified witnesses raised the alarm. A meteor specialist regarded some reports as unusual. Los Alamos scientists, military officers, Atomic Energy Commission personnel and the FBI discussed the phenomenon formally. The Air Force then created an instrumented programme to obtain the kind of data eyewitness testimony could not provide.
And that programme never quite delivered.
Its final conclusion favoured natural explanations, and that remains the leading overall interpretation. But the weak implementation of Project Twinkle means the strongest early reports were not systematically measured and individually closed.
The mystery therefore survives in a very specific form.
Not: “Were green meteors alien spacecraft?”
But: “What exactly were the best events that caused some of America's most qualified scientists and security officials to build a programme to catch them?”
